My Cemetery Fence is based on the plans I found here. I changed is slightly to maximize materials and minimize costs. Each 8 ft. section requires:

Tools Needed:
Electric Drill Hot glue gun and glue sticks Tubing cutter PVC cement Hack Saw 13/16" Wood bit Phillips driver bit #2 3/32" twist drill bit Small Paint brush Hammer Others use 1" x 2" x 8' wood stock, but I prefer to use the 1" x 3" x 8' wood stock because there are not as many knots to deal with and the wider wood is not as fragile and tends not to split as easy. A little more cost, but well worth it.
1.) Using a 13/16 " spade bit, bore 15 holes starting 6 inches in from each end and then every 6 in. after that , centered width wise (see drawing). Then drill a 3/32" hole at a right angle throught the edge as shown.
2.) Cut the 10' PVC tubing into equal lengths approximately 3 ft-4 in. each. With a hammer, tap each of the 15 pvc tubes through the bored holes until 8 inches protrude at the top and 6 inches at the bottom. (Adjust yours as you desire).
3.) Re-drill the 3/32" hole through the hole on the edge through both sides of the PVC pipe. Pre-drilling the PVC is to keep it from splitting. Insert a 1 5/8" gavanized deck screw into each hole and drive it in the a powered screwdriver. Do NOT insert a screw at the bottom of the third tube from each end, this is where thr rebar will be. Using PVC cement or hot glue, place the PVC caps on the bottom of each PVC tube EXCEPT the third one from each end as shown.
4.) Wipe each plastic tube with paint thinner. Spray all plastic pieces with the black spray paint and let dry.
5.) Using the Hack Saw, cut the steel rebar in lengths about 3 ft.-4 in. Painting them as well will prevent rusting, but this is optional.
6.) Finish painting the entire fence with an outdoor grade black latex enamel to withstand rain and be sure to get the ends of the wood rails covered well. two coats are recommented. Using a hot glue gun, affix a Skull Whistle atop each PVC tube all facing the same side.
Setup: Carefully lay the section on fence down on the ground where you plan to set it up. Drive the rebar into the ground with a hammer about 1 ft. aligning with the PVC tube with the cap missing on the bottom of the fence section. Slip the fence over the rebar to stand it up.
Storage: Be careful when storing fence panels, the skulls are fragile. Keep out of direct sunlight as plactic skulls will become brittle.
